Onsite Insite billboard added to arsenal in hunt for serial rapist

Onsite Insite has donated a billboard to Silent Witness to help police catch a serial child rapist in Chandler.

The serial rapist has committed five sexual assaults against girls ages 12 to 14.  The first incident was on June 4, 2006.  The most recent was on June 6, 2007.  All of the victims were attacked inside their homes.

Police believe the same suspect is responsible for all of the attacks.  Police say all five attacks are linked through method of operation and suspect description.  Three attacks are linked through physical evidence.

Victims have described the rapist as a Hispanic male, 28 to 40 years old with a short and stocky muscular build, dark hair and hazel or brown eyes.  He speaks English and Spanish fluently and has been seen wearing tan pants and a blue short-sleeved shirt or “worker clothes.”

Police think the rapist could have attempted more.

“We believe there are young girls and their parents who live in the city of Chandler who may have been watched, approached, or spoken to in the past year by a Hispanic male who resembles the composite sketch.,” said Chris Perez, a Sex Crimes Unit detective.

Police don’t believe the rapist is a stranger in the communities he’s terrorizing.

“We have reason to believe that there are individuals who have information pertinent to this investigation who have yet to come forward because they did not feel their information was important or they were not sure if it was relevant to this investigation,” Perez said.

Silent Witness has increased the reward from $25,000 to $50,000.  Phoenix Police Sgt. Paul Penzone who coordinates the Silent Witness program explained that to be eligible for the $50,000 reward, a tip that leads to an arrest must be made through Silent Witness.  Sgt. Penzone explained that it has to do with Silent Witness’ status as a nonprofit organization and how they hold the reward money as a third party.

“This kind of exposure can really help solve a case,” said Sgt. Penzone.

“It’s one of my favorite things to see when a company does that for us.  It’s going to be nonstop people passing that billboard,” added Sgt. Penzone.

“I think what it will do is create an awareness.  People will be reminded to be vigilant.  That way when they see something they’ll be more apt to call,” explained Sgt. Penzone
